Germany, 1957. The Hessian Chief Public Prosecutor Fritz Bauer receives vital clues about the whereabouts of SS Lieutenant Colonel Adolf Eichmann, who was responsible for the preparation and organisation of mass deportations and murders of European Jews. Fritz Bauer, who had made it his objective to bring perpetrators of the Nazi regime before the courts, tries to arrange the trial of Adolf Eichmann in West Germany.

In his office, Bauer is virtually left on his own. Not only is he not supported by his colleagues, but they also continually scheme against his research. Only one young prosecutor, Karl Angermann, earns Bauer’s trust and the Hessian Minister President Georg-August Zinn protects him. Increasingly, it becomes apparent that Fritz Bauer’s work is more than just a thorn in the side of influential circles within the German Federal Office of Criminal Investigation and the Federal Intelligence Service – and possibly even the Federal Chancellery. People would like to see Fritz Bauer finally rendered “harmless”. Denunciations, which even spill over into his private life, among other things aspiring to establish his homosexual inclinations and a breach of Paragraph 175, threaten to wear him and his colleagues down. Suspicious of the German judiciary and national investigators, Bauer contacts the Mossad, the Israeli intelligence agency, which ultimately succeeds in abducting Eichmann in Argentina and putting him on trial in Israel.

The film depicts the crucial years in the efforts of Frankfurt Chief Public Prosecutor Fritz Bauer to prosecute the leaders of the National Socialist regime and the resulting difficulties in post-war Germany.

Dymbëdhjetë vjet pas kapitullimit të nazistëve Republika Federale e Gjermanisë është ende në hapat e para të rimëkëmbjes.

Shumica e njerëzve duan t’i hedhin pas krahëve dhe t’i harrojnë tmerret e luftës naziste, por jo prokurori i përgjithshëm Fric Bauer (Burghart Klaußner), i cili i është përbetuar zbardhjes së krimeve të regjimit nazist dhe që në vitin 1957 merr një informacion për vendndodhjen e nënkolonelit të atëhershëm Adolf Ajshman të divizionit nazist SS.

Baueri do ta nxjerrë Ajshmanin para gjyqit, por gjatë hetimeve ai has pengesa të vazhdueshme, madje dhe nga rangu i lartë shtetëror: Kryeprokurori Ulrish Krajdler (Sebastian Blomberg) dhe punonjësi i policisë kriminale Paul Gebhard (Jörg Schüttauf) sabotojnë Bauerin dhe punonjësin e tij, prokurorin e ri Karl Angerman (Ronald Zehrfeld), duke përdorur çfarëdolloj metode.

Kërkimet për Ajshmanin jo vetëm që i sfilisin dy hetuesit nga ana profesionale, por edhe jeta e tyre private vuan nga kjo çështje.

Filmi inskenon vitet vendimtare të punës së prokurorit të përgjithsëm Fric Bauer të prokurorisë së Frankfurtit, i cili synon të ndjekë penalisht përgjegjësit e regjimit nazist dhe çështjet lidhur me ta pas Luftës së Dytë Botërore.
